On behalf of our client, a modern studio specializing in online casino content production, Manpower Serbia is looking for an experienced candidate for the position of Head of HR.
Description
Role Purpose: Head of HR will be responsible for building and developing the company’s HR function end-to-end: from HR administration and recruitment to internal communications, benefits, and employee engagement.1. HR Administration & Compliance Management
- Establish and oversee the HR administration framework in line with labor legislation.
- Lead and supervise all employment lifecycle processes, including hiring, contractual changes, promotions, salary adjustments, disciplinary actions, and terminations.
- Ensure accurate maintenance and governance of employee records.
- Oversee onboarding and offboarding processes, ensuring structured integration and exit procedures.
- Ensure verification and compliance of all mandatory employment documentation.
- Monitor probation periods, key deadlines, and employment-related risk areas.

Recruitment & Talent Acquisition Management- Design and execute a comprehensive talent acquisition strategy aligned with workforce planning and business expansion.
- Oversee the full recruitment lifecycle, ensuring efficiency and quality across sourcing, interviewing, and offer management.
- Lead recruitment performance management through defined KPIs.
- Develop and implement initiatives to increase qualified candidate inflow.
- Build strong partnerships with hiring managers to ensure effective selection and hiring decisions.
- Oversee both online and offline recruitment initiatives.

Internal Communications & Corporate Culture Management- Develop and drive the internal communication strategy to ensure transparency and alignment across the organization.
- Lead employee engagement initiatives and oversee regular satisfaction surveys, translating insights into actionable plans.
- Foster a positive, high-performance culture aligned with company values.
- Oversee employee relations matters.
- Develop, implement, and continuously improve internal HR policies and procedures.

Compensation, Benefits & Employee Development Management- Develop and oversee the company’s compensation and benefits strategy based on market benchmarking and internal equity principles.
- Manage relationships with external partners.
- Oversee benefits eligibility frameworks and policy compliance.
- Lead learning and development initiatives, ensuring structured programs for both soft and technical skills.
- Implement performance management and employee development frameworks that support retention and succession planning.
5.
Administrative HR Processes Management- Oversee allocation and control of corporate resources provided to employees (uniforms, access passes, parking permits, etc.)
- Ensure structured coordination between HR, operations, and external vendors in administrative processes.
- Establish governance standards to safeguard company assets and ensure operational efficiency.
Requirements
- Proven experience in a senior HR leadership role with ownership of the full HR function
- Excellent knowledge of labor legislation
- Experience in building, structuring, or scaling HR processes and systems
- Strong recruitment expertise, including high-volume/mass hiring management - is an advantage
- Excellent communication and conflict resolution skills, with the ability to partner with senior management
- Highly organized, autonomous, strategic, and results-oriented
