On behalf of our client, a Canadian-based international gold mining company, Dundee Precious Metals, Manpower Serbia is searching for a motivated candidate to take the challenge and successfully fulfill the position of Project Controls Manager

Description

1. Leadership and Guidance 

  • Lead the development and implementation of the terms of reference for the CRP.
  • Lead the development and implementation of the portfolio stakeholder engagement as related to capital projects under the CRP’s authority.
  • Develop and maintain the group’s portfolio benefits management framework.
  • Ensure the CRP functions provide high-quality, evaluative thinking and evidence-informed analysis and advice to the Senior Management Team and key stakeholders.
  • Ensure the portfolio activities contribute to the bottom-line value of the organisation and delivery of benefits from all programmes and projects.
  • Assure the overall integrity and coherence of the capital projects portfolio.
  • Ensure that the minimum PM deliverables requirements are complied with by the project teams.
  • Lead a high-performing multidisciplinary CRP team through coaching and mentoring, to build and grow operational capability.
  • Ensure that the team recruits, develops, supports, and retains high-performing staff, and ensure development plans are in place for all staff to maintain and build the intellectual capability of the CRP.
  • Manage and drive continuous performance improvement outcomes.
  • Set appropriate directions, priorities, and expectations for direct reports and agree on the work programmes, tasks, and performance
2. Portfolio and Project Planning 
  • Provide strategic oversight and support for the Senior Management Team as it relates to project and portfolio management
  • Develop and implement strategies for the effective and consistent planning, monitoring, and delivery of the capital projects portfolio in conjunction with project directors & managers.
  • Engage with management to establish their needs and provide integrated solutions for the management of their projects/programmes
  • Lead the development and maintenance of the capital projects portfolio plan.
  • Work closely with the site-based project managers to create and promote more effective benefits realization management practices.
  • Lead and coordinate the production of the annual portfolio-level benefits realisation plan.
  • Analyse the portfolio and make recommendations on the programme/project governance compliance to the decision-makers.
3. Relationship Management 
  • Develop and maintain a customer-focused approach to the delivery of timely, accurate, appropriate information and advice.
  • Foster the development of positive relationships within the Enterprise Project Management Office.
  • Build and maintain successful professional relationships with key stakeholders, project managers, and team members.
  • Represent the CRP by maintaining effective professional relationships with internal and external stakeholders.
4. Communication Management 
  • Lead and maintain effective communications with relevant key stakeholders to ensure that the best information is available to support decision-making.
  • Review and improve programme and project information management and communication systems.
  • Ensure formal communications on Portfolio, Programme, and Project-related issues are prepared, distributed, and discussed as per established CRP management routines.
5. Methodologies and Processes
  • Develop and implement standards and procedures for effective and consistent capital project delivery across the organization aligned with industry best practices.
  • Develop, implement, and track the metrics that provide assurance to conformance to these standards.
  • Keep abreast of and evaluate the effectiveness of new programme and project management methodologies, tools, and techniques.
  • Contribute to the leadership of programme and project frameworks, templates, and procedures; be accountable for ensuring they are fit for purpose.
6. Environment, Health and Safety 
  • Ensures safe conditions at work, follows safe work practices, procedure,s and compliance with DPM’s environmental, social and governance (ESG).
  • Ensure staff are informed of Health and Safety requirements in the workplace and are adequately trained to carry out their work safely.
  • Ensure the prompt and accurate reporting, recording, and investigation of all workplace incidents and injuries.
  • Ensure all hazards are promptly assessed for their significance and managed in accordance with DPM policy and standards.

Requirements

Knowledge 

  • Expert-level knowledge of project/portfolio and change management and associated methodologies, techniques, processes, and approaches (e.g., Project and Portfolio Management Methodology – PPM)
  • Thorough knowledge of project delivery procedures and processes as related to the following disciplines: Project Engineering, Project Controls Services, Portfolio/Project Governance, and support.
  • Knowledge of resource management tools
  • Strategic Thinking: Ability to cope with multiple goals and deadlines in the context of the big picture.
Technical Skills 
  • Facilitation, Negotiation & Problem Resolution Skills: Ability to build a strong network and relationships at executive and management levels.
  • Budget, cost, and profitability management skills
  • MS Office: Word, Excel, Outlook, PowerPoint, Microsoft Teams
  • Microsoft Project Professional and/or Oracle Primavera
  • Working skills with SharePoint Online content creation.
Education/Qualifications/Certificates 
  • A master’s degree in engineering or project management
  • Project Management Professional Certification (PMI-PMP, IPMA Levels C to A, APM)
Experience 
  • Five to ten years of related work experience.
  • Demonstrated strong leadership and management skills, coupled with strong project/programme/portfolio and/or strategy/business planning skills
  • Experience to develop and maintain robust relationships with all parts of the business, including senior managers, contractors, consultants and any third-party service providers
  • A history of achievement in the development and delivery of high-quality services pertaining to Capital Projects of small, medium, and large scale.
